Wealstone Care Home
ELG Planning have submitted an application on behalf of Croftwood Care Cheshire Ltd to Cheshire West & Chester Council for the demolition of the existing Wealstone Care Home, and erection of replacement, purpose-built 54-bed facility which will integrate with the previously approved 30-bed dementia care facility.
Work is also due to begin on the previously approved dementia care facility – known as The Grove.

In developing the proposals, it was very important to the applicant that the welfare of residents is at the forefront of the scheme, and broadly follows the existing footprint of the buildings on the site to make the best and most efficient use the site. The priority is the continued comfort of both residents of the home and neighbouring properties. Thought and effort has been put in to ensure the continued care and employment, with the build phase staggered to lessen the impact on the wider environment, and timed to ensure that the heaviest works are undertaken during school holidays.A Construction Management Plan is being prepared for a how the construction phase will be managed to minimise impacts on the local environment, traffic, and neighbours. The proposed replacement building would be two storeys in height. The new building would improve the quality on offer for the residents, and would be built to current regulations, including acoustic, thermal and accessibility, which could not be retrofitted into the existing building, due to narrow corridors etc.
Whilst the overall shape of the footprint of the building is not too dissimilar to the existing, the internal layout of the building has been drastically improved and designed for improved organisation contributing to better efficiency between spaces, which simply could not have been achieved through retrofitting.
The layout of the site has been improved to introduce and in and out system, a delivery layby and introduce additional parking. A dedicated pedestrian route will also be provided, linking the existing footpath from Wealstone Lane to the Pavilion complex.
The overall quality of spaces has also been improved, with more communal facilities, better proportioned bedrooms, ensuite bathrooms and improved window proportions and locations, to ensure each resident has a good outlook, which is a considerable improvement on the existing situation. All of the communal spaces have been relocated to the centre of the building, making them the heart of the home. The first floor lounges make use of external terraces to allow residents to have easy access to fresh air.

In line with planning conditions, construction work will be limited to between 8am and 6pm Monday to Friday, and 8am and 1pm on a Saturday, with no work taking place on Sundays or Bank Holidays.
Wheel Washing will be implimented on site and a road sweeper will also be employed to ensure no mud is left on the roads.
Following the meeting onsite on 11th March 2026, the following details have been updated:
- Construction Traffic Existing issues on Wealstone Lane are acknowledged. A Traffic Management Report has been provided below, and will be updated in due course to reflect the wider routes to site.
- Need for Development: A report setting out the need for the development is provided below.
- Cycle Storage: This will be increase to 6 spaces and updated plans issued to the planning department in due course.
- Energy Efficiency: The building will be constructed to the latest standards set out in Part L of Building Regulations, and as such, comply with planning policy.
- Light Pollution:The proposed building is sited on the same footprint as existing, and low level emergency lighting will be in place, as it currently is.
- Pedestrian Route through the site: A dedicated pedestrian route will also be provided, linking the existing footpath from Wealstone Lane to the Pavilion complex.
- List of previously raised questions and responses to the Parish Council has also been provided.
- The approved 2m fence along the boundary with Mill Close will be installed at the start of works.
- A copy of the presentation from 11th March is has also been provided.
- Individual concerns will be addressed directly and any elevational adjustments will be issued to the planning department.
